@capntransit retractable bollards could work. Let @gershkuntzman and everyone else write the tickets for obstructed plates while they're parked, picture, app, ticket's in the mail.

Corruption in law enforcement has been a known problem since ancient times. I don't think anyone's come up with a perfect solution, but plenty of governments do better than New York...
