Russia seeks to "disrupt the domestic politics of the US and European countries, through propaganda campaigns supporting isolationist and extremist policies." This has been clear for a long time, but
Catherine Belton of the Washington Post has the documentation

Secret Russian foreign policy document urges action to weaken the U.S.

Russia’s Foreign Ministry has been gathering data on the vulnerabilities of its Western adversaries, a classified Russian document shows.

This is bullshit.

1) The quote you provided does not exist in the article. (Maybe edited later?)

2) The document is not secret. It is "for official use only". Perhaps "classified" is a better word - in the sense that it is classified at the lowest level of confidentiality.

3) The Russian original is mostly a bunch of bureaucratic blah-blah, talking about "a coalition of unfriendly nations headed by the USA" and they are aiming to harm Russia. It does not saying anything about disrupting other countries' politics; in fact, it is devoid of any concrete measures at all. It's basically about which bureaucratic organization should handle which general trends.
