This is bullshit.

1) The quote you provided does not exist in the article. (Maybe edited later?)

2) The document is not secret. It is "for official use only". Perhaps "classified" is a better word - in the sense that it is classified at the lowest level of confidentiality.

3) The Russian original is mostly a bunch of bureaucratic blah-blah, talking about "a coalition of unfriendly nations headed by the USA" and they are aiming to harm Russia. It does not saying anything about disrupting other countries' politics; in fact, it is devoid of any concrete measures at all. It's basically about which bureaucratic organization should handle which general trends.
