What’s a good service for publishing a PDF whitepaper or open letter?

Searching for PDF blog services just yields HTML blogs on the topic of PDFs. #Framadrop would be my first instinct but docs can only be posted for up to 45 days, generally. I could use an arbitrary gitea instance¹, but that seems borderline abusive as git is not intended for binary objects.
