தொ - This is composed with த (U+0BA4) + ொ (U+0BCC). The two part vowel sign decomposes as ெ (U+0BC6) and ா (U+0BBE). CoreText accepts only this order but Harfbuzz accepts the vowel signs in the reverse order too. Which one is doing it right?

@muthu @behdad CoreText and DWrite generally have stricter matra validation than HarfBuzz. Different philosophies.
