Clone troopers were highly trained and sometimes specialist trained clones of jango.
In the other hand, storm troopers are human “recruits” that are trained by suboptimal clones or left over clone troopers.
They are entirely different armies that were parts of mostly entirely different wars.

Sure why not? If they were trained by highly trained clones, it would make sense that people would think they were good shots.
He may not have had an exact idea, but that’s the great thing about the universe he created. It’s open and not limited, they’ve also done a pretty good job avoiding retconning, other than when Disney took over.
