It appears the #EuropeanUnion and the country of #Finland disagree what the boundaries of South-Savo are. They are nearly identical, but for some reason the EU wants to include #Joroinen and #Heinävesi into the region, whereas they are in North-Savo and North-Carelia respectively.

Shouldn't #INSPIRE have solved these issues of data interoperability?

The red areas are not in South-Savo, but the EU claims they are.
