It so is!

Also it's a place free of weather and mud that's a second safe spot for Rocky, with room to run around and now things to take care of. (Rocky ... isn't necessarily mortal, though perhaps not as immortal as Peia.) Rocky will need to know about (falling into) the Strange, though, if its entrances can intersect any of the dragon tunnels, and should probably be introduced to at least the kobolds.

... but does he understand that other creatures can be manipulative or otherwise unkind? Can/will he defend himself from that?

The kobold tribe that's at least occasionally trying to free Peia might do her a fair bit more good by visiting regularly & talking with her (reading or otherwise).

I wonder what Peia'd think of a visitor from the Strange, and what sort of conversation they'd have. Are there more demon-inhabited dimensions than the Strange and the place Peia's from (forgot the name)?

I wouldn't be surprised if the spells there try to keep the chamber clear, to avoid shadows and long slow attempts at breaking Peia's prison.
