Virtually every area of government, our public services, and our public institutions improved massively through the Blair and Brown years (to the chagrin of many who disparaged 'New Labour'), while virtually every area of government, our public services, and our public institutions have been in massive decline since the Tories came to power in 2010.

That the author is bewildered by that is explained by his being a columnist for The Times.
