There are different grades of malevolence.
Cato isn't all bad. On the bad side, they are always publishing junk about getting rid of beneficial, necessary government services. On the good side, they sometimes publish stuff about getting rid of harmful government policies. For example, their stuff about decriminalizing recreational drugs is really solidly researched and argued.
American Enterprise Institute is full of corporate welfare crap, with no redeeming qualities.
Heritage, however, has become unmitigated evil. They published "Project 2025", which is horrible even by the standards of the organization that persuaded white supremacist evangelicals to vote for Reagan. It's an absolutely fascist manifesto.
This is seriously good. We needed a flashcard to help us keep up.
