Tipoff from @kw217: Kazakhstan, which has not observed daylight saving for 20 years, is turning the clocks back at 0:00 on 1 March 2024, to 23:00 on leap day February 29 2024.

Looks like Colin Robinson has been doing some consulting in Kazakhstan.

@futzle @kw217 right but it's not daylight savings, the change is permanent: Kazakhstan will change from using two time zones to observing only one time zone in the entire territory: UTC+5.
