It's almost certainly less that the school was "required" to use permission slips.

The usual tactic from Republicans is to make the law vague enough that you can selectively prosecute, such that institutions are too afraid not to protect themselves.

Then the Republicans get to point out people "overreacting" to it. It's a win-win for them.

They don't need to enforce harsh adherence. They just need to make others afraid to cross an inconsistent line.
