“Ukraine’s top military-intelligence officer said Russian invasion forces in his country are using thousands of Starlink satellite internet terminals, and that the network has been active in occupied parts of Ukraine for ‘quite a long time,'” the WSJ reports.

“Lt. Gen. Kyrylo Budanov’s comments suggest that Russia is starting to acquire Starlink terminals, made by Elon Musk’s SpaceX, at a scale that could cut into a major Ukrainian battlefield advantage.”

SpaceX founder Elon Musk’s refusal to allow Ukraine to use Starlink internet services to launch a surprise attack on Russian forces in Crimea last September has raised questions for the Pentagon. The Air Force's top civilian leader, Frank Kendall, says the military may need to be more explicit in future defense contracts that services or products it purchases could be used in war. Excerpts of a new biography of Musk published by The Washington Post last week revealed that the Ukrainians in September 2022 had asked for the Starlink support to attack Russian naval vessels based at the Crimean port of Sevastopol. Musk had refused due to concerns that Russia would launch a nuclear attack in response.
