22 was originally half of telnet. Once TCP freed up that second port, it made sense to shift that over to a better client protocol.

@nixCraft one of my few claims to fame is that Jon Postel once bought me a beer. He did it in the context of explaining why my protocol proposal wouldn't be accepted, but he was very gracious about it.

@nixCraft The IANA's justification policy for low-numbered ports is more strict now, but the actual allocation has always been and is still "just pick some numbers lol".
I wrote 2ping, a UDP network utility, and its IANA-assigned port is 15998/udp. The person processing applications that day back in 2010 decided to start at 16000 and work down, and my application was third on the pile.
