22 was originally half of telnet. Once TCP freed up that second port, it made sense to shift that over to a better client protocol.

Robert Laing@nixCraft First thing I do on a new server is move ssh from 22 to somewhere between 1024 and 49151. Along with sshguard, gets rid of most of the script kiddies.

Ryan Finnie@nixCraft The IANA's justification policy for low-numbered ports is more strict now, but the actual allocation has always been and is still "just pick some numbers lol".
I wrote 2ping, a UDP network utility, and its IANA-assigned port is 15998/udp. The person processing applications that day back in 2010 decided to start at 16000 and work down, and my application was third on the pile.
