@jwz This kind of stuff happened several times in Turkey back in 1970s(cold war). I remember it happened back in 2000s too and people joked if we are living in the 1970s and Google Earth is free.
I believe this method being offline could be still used with one time pads just like number stations still being up and running. Imagine you run one time pad like encryption and send a 2TB of data at once.
