They seems to have found that apps from smaller third parties need to have an "attract mode," typical of arcade games -- flashing looking, but inherently useless.

@sandofsky Because if Apple (or some AI run by Apple with no human in the loop) rejects an app, Apple is always right, and anyone who disagrees and tries to reverse the decision is delusional and needs therapy? Sounds legit.
