@JenMsft They tried removing it, but as soon as they detached part of the railing, the elevator on the opposite side of the building started moving horizontally instead of vertically.

I've seen places like that. It's most likely in a performance area (stage behind our point-of-view) and there'd be a table for 2-4 there - it's raised so that the seated people can see over the heads of people standing in front of them. The stairs most likely go up to a balcony area from where people can also watch the performance.

If this is really legacy code you can test: if you remove just one stair and the whole house collapses and nobody knows why, then it was legacy code.

I found once a staircase ending on a wall at the bottom, so if you were going down real fast you were up for a nasty surprise.
