@dgar And yes I HAVE been on both sides of that question - first as a public servant arguing that āno, thatās in scope and hereās my email trail proving itā and then after being headhunted out of the public service* as a consultant arguing āno, thatās out of scope and hereās my email trail proving itā.
*by effectively the same organisationā¦ I will note that being headhunted is quite a professional boost and confidence builder.
