i really don't see it that way. i think it is extremely consistent. he understands the central thrust of the neoliberal ideal,À4 that governments are a for-profit venture, and he's just following the formula. buy a distressed asset, sell off everything, borrow against it, then leave with the bag, blaming everything that goes wrong on regulation and the haters.
and it doesn't even violate the nap, because he isn't directly harming anyone, he is merely facilitating a situation which necessitates people harm each other down the line
