Zimmie@rl_dane @Strandjunker That statement is referring to Saudi Arabia. 15 of the 19 hijackers were Saudi citizens, and they had support from some suspected Saudi intelligence agents. Individuals in Saudi Arabia provided a lot of funding to Al Qaeda, but the government did not officially fund or support them.
This *could be* like how the US government did not officially fund or support the Contras’ terrorist activities after the Boland Amendment. Deniability is a concept for a reason, after all.
