Most of the time ugh will be silent, however in some rare cases it’s used like in tough to make an ‘ffff’sound more like tuff. Interestingly tuff is another word (it’s volcanic rock usually, don’t quote me thought I’m no geologist), and tuft is a whole different word all together (a ball of fibers, like a tuft of hair)
