The domain name on your handle comes from the server you signed up on.
If you want to have your own domain name on your handle, you would have to set up your own server and then link it to your domain.
This is not actually as difficult as it sounds, you can do it through a managed hosting company which will do all the techy stuff. It costs about $10 a month including all hosting costs.

I am not a sysadmin, I have a server through a managed hosting service so they handle all the technical stuff.
If there's server downtime, other servers will try again later to contact your server.
Yes, the cache persists for a long time unless the admin empties it specifically.
The system is designed to cope with servers going down for a while. It works a bit like email, which also retries sending later if a remote email sever is down.
