Kinda. I doubt it was some “order from the top” — because I doubt anyone important cared about chapotraphouse — and I’m not sure she counts as CIA specifically, but I do think an anticommunist from the US government, with clear ties to the military and intelligence communities, banned chapotraphouse for being communist.
