What the "bad" people want us to believe is that everyone is dishonest, untrustworthy.
Because that puts them on a level playing field with people who are genuinely good, decent, honest people. They love the "all people are corrupt" narrative because when their corruption is exposed, they can just brush it off as normal and nothing to worry about.
Most of all, they love the "people are selfish" narrative. It exonerates them from doing anything charitable, and it discourages people from coming together to do the right thing, too.
Most people are good, it's just that many very powerful and rich people don't want us knowing this and rising up against them, so they keep us oppressed with this lie about people being bad, and how we need them and their police and armies to keep us safe.
