Separately, this is how SpaceX, a private company, marks their emails in an attempt to have their communications exempt from the FOIA when they exchange emails with a govt agency. It doesn't work that way. And It's clear Fish and Wildlife Service, agrees.

@JasonLeopold whomever told them to do that gave them spectacularly bad advise. If you misuse markings like that — just like trying to mark all your communications “privileged and confidential” as though you are communicating with legal counsel — risks having ALL protections stripped away during any discovery.
