You have to keep in mind that the Russian government holds workers hostage. The Kremlin literally requires foreign companies to have an office with workers located in Russia just so that the workers can be threatened in order to pressure the company. And most companies care enough about their image to try and prevent headlines like " allowed workers in Russia to be murdered".
