Boston Harbor climate change planning must happen now

@ebender00 @universalhub @courtney Maybe I’m nitpicking, but as I understand, CLF’s lawsuit was a leading driver of the Harbor Cleanup. Judge Mazzone’s actions were in response to CLF and City of Quincy lawsuits, not the City of Quincy’s alone. Corrections welcome.
@fortpointer Fair point, my note oversimplified the very long and very complicated saga of the harbor cleanup. My understanding is that the lawsuit Bill filed for Quincy was the starting point in the courts.
