It means Jack Smith is asking the court to issue an immediate order to shield the evidence in the case from public dissemination by Trump. The government is concerned (rightly) that Trump will target, intimidate, and threaten witnesses by publishing details of discovery (the evidence provided by the government) publicly — either online or in person. If he breaks the protective order, he would face a penalty — like having his bail revoked. Consequences for his actions.
