I'd say to them that they probably won't reach many people in Sacramento yet - but that starting a presence on Mastodon is an investment and it's best to start asap and start small rather than waiting for the perfect time.
Whatever energy you invest into Mastodon and however many people you link with is yours forever. Even if the server you choose disappears you can move to another one. With commercial social media it can all be taken away tomorrow.
