Dashcam captures an apparent Ukrainian missile (reportedly an S-200) hitting a building today in downtown Taganrog. Russia’s Investigative Committee is treating the incident as a terrorist attack. Other rocket attacks were reported in Kaluga, Rostov, and Crimea.
Judging by the video, the structure with the columns here appears to be the State Bank building. The bomb seems to land behind it, which would put it between a Central Bank office and several cafes, not far from a hospital.
