When I biked through Little Saigon around 8:15 this morning, 12th Ave S was closed to cars (peds/bikes allowed) from Golf Dr (S end of José Rizal Bridge) to Jackson St. Traffic lights were out at 12th & King, Boren, Yesler (luckily most people knew to treat as 4-way stops).
