Company owned mercedes is a private car.

Only cars allowed are from government run car sharing and delivery services for food, products and mail.
And of course public transport.
Everything else needs to get banned from cities.
To get into the city you have to park somewhere at the city border and then use public transport.

There are plenty of cities, I am fine with 1 trying it out. Keep in mind, they are all basically democracies and you have to convince a majority of residents to support this. Maybe you exempt all current residents, but all exemptions will have people trying to manipulate them - not an excuse not to do it, you just need a well crafted law and continuing support for updating it as necessary.

The crux is that you have to convince individuals, there is no dictator.
