@timdunlop a few days late to this, but the Royal Commissioner’s explicit reasons was to not jeopardise future trials that may occur as a result.

As for the comparison to TURC - the point of that RC was to be a political witch hunt to do as much damage to the reputations of the then govts political enemies. It was never serious about holding anyone accountable as it was always just bullshit.

Not prejudicing future trials was secondary to drumming up constant media hyperventilation.

@timdunlop I do think the section should be unsealed once a determination been made and carried out with regards to all the referrals however.
