1. Rate limits aren’t how you address scraping. Can easily be done with firewalls.

2. He is intentionally breaking the service.

3. No, it’s not because he didn’t pay a bill; but failing to pay bills is also an intentional, strategic choice.

People need to accept the fact that he is conducting a controlled demolition. The appropriate question then is “why?”

The answer is: to warp the information space.

He's surrounded by a skeleton crew of yes-men incapable of running the site properly or informing him of what is really going on.
