Oddly, not necessarily. If the lawyer is not put to an unreasonable financial hardship by virtue of the client not paying, the client not paying is not, by itself, sufficient grounds to grant a withdrawal motion. If your client just flat-out will not take your advice and insist on pursuing a legal option you are certain will damage their position, that would be grounds.
