If the lawyer is not put to an unreasonable financial hardship by virtue of the client not paying, the client not paying is not, by itself, sufficient grounds to grant a withdrawal motion. If your client just flat-out will not take your advice and insist on pursuing a legal option you are certain will damage their position, that would be grounds.
