They're not even trying to have a coherent vision for Twitter. You can't be "the world's most accurate real-time information source" if the content is "unfiltered." It's not possible. It can't even happen by accident.

@maxkennerly she is going to have a very, very bad day sometime in the next few weeks that will result in her going home at 2:00 am and speaking to herself in the mirror “so that is why they did that!”

But in reality, and based on Platformer’s recent article, this is just them getting ahead of the complete shutdown of automatic moderation tools when Google turns off their service at the end of the month and then somehow pretending it is a good thing.

Nobody wants to visit a bar that refuses to toss out the horrible people who trash the place.

The internet is the same. A refusal to moderate is not engaging in all ideas. It is just telling all of the trolls “have fun! I won’t do anything to stop you!” And drive away everyone.
