Services of this sort are often for-profit, typically because they're government-funded and outsourced to contractors rather than being run directly by the government. There's no reason why a for-profit company can't bid for the contract, unless the program funding it requires the contract to go to a non-profit, which, while it may seem like an obvious idea, often isn't the case because there's too much right-wing opposition to get that written into the law.
@benh @schock I fail to see why a non-profit would be any less likely to oppose unionization than a for-profit company. Even organizations which profess to have progressive values and support unions in general, often insist that THEIR employees don't need to unionize! It's just those other, EVIL companies whose employees' rights need to be protected by a union.
Of course, non-profits are notoriously dysfunctional and underpaying and overworking their employees is the norm. 🤷
