I am a Search&Rescue volunteer and I am currently developing (native) apps for team activation as all of the available apps are too expensive and/or have complicated onboarding requirements. We have the entitlement for iOS critical notifications that cut through all notification blocks, but there is no such thing for Android. In other words, volunteers would have to go through manual notification exceptions which of course makes everything less reliable and more complicated. We intend to make the apps free and only charge pennies to run and maintain the required servers.
