These people are delusional, but it’s like that part hints at a good faith effort within the constraints of their absurd framing. “The police never help with shootings, so we’ll give people advice on what to do” almost sounds helpful until you consider that it exists in a context of “let’s pursue being a shooting victim as a case of personal responsibility instead of a solvable societal/legal problem.”
