Illinois set to become first state to end book bans

Schools and libraries could lose money for pulling books off the shelves under a bill the governor is expected to sign.

I hope it allows for normal weeding, or libraries could face a lot of challenges brought for the sake of causing a nuisance.

Weeding is the process of removing items based on objective criteria, such as books on software that is no longer available, outdated science/tech, books that haven't been checked out for X period and aren't considered a core collection item, multiple copies of a former best-seller, travel guides that have a newer edition on the shelf, etc. The idea is that it's a consistent and objective policy, with occasional exceptions, such as "unless it's by a local author" or "unless the sci/tech book is considered a classic work or is of historic interest."
