A billionaire is a purely speculative state of a person's net worth. It is what they could borrow real money against, or if they sold a small amount of assets they could raise cash without crashing the speculative bubble. No one is actually paid a billion dollars, no one's work is worth more than about 200k/year. When someone is called a billionaire, that person is a tiny nipple to be fondled by other capitalists to try and milk the money out.
