Kentucky, like most states, does not have a licensing system for police (deputy sheriffs, etc). So there is not even a theoretical way to prevent a fired cop from being hired by another department. Sheriffs and Police Chiefs have a tremendous amount of discretion about hiring and firing.
It is one part of the oddly informal system of policing in this country. Every department does its own thing.

@georgetakei All LEOs should have to carry personal liability insurance, like doctors and lawyers. Municipalities should take their existing insurance premium money, and distribute it as an allowance to the LEOs to pay for this, and to get out of the liability business. This insurance would be REQUIRED in order to hold a law enforcement job. If you are violent, your insurance goes up, and that comes out of your pocket. If you are too violent, or kill someone without defending yourself, you lose your insurance coverage and can no longer workin law enforcement.

I'm sure it feels good to suggest this and implicitly demonize all law enforcement this way, but as a former LEO who put my life on the line for victims of crime, it's pretty upsetting. Also, quite impossible, since many, many people fall under the LEO umbrella (clerks, medical staff, contract staff, etc.). In the end, we generally have a stringent Code of Conduct & should face consequences if we violate it, up to & including incarceration for criminal conduct.
@RandomAnt @georgetakei I never said ALL LEOs were bad, but just like drivers, the bad ones require that we all carry insurance. As for consequences, there really aren’t any, in most cases. The toot that started this was about the officer who shot Breonna Taylor, basically in cold blood, got another job in the same state. That cannot happen if people are to trust and have faith in law enforcement.

While I appreciate your acknowledgement I am not necessarily a bad person, the suggestion all LEOs should carry insurance shows a fundamental misunderstanding of what it means to be an LEO. Many people from a wide variety of disciplines interact with the accused and convicted. It's wrong that bad cops can change jurisdictions, but universal insurance premiums borne by municipalities and/or LEOs are really not the answer.

@georgetakei There's a fair bit of blame to go around here. Personally, I'd place most of it on the government agency, the Kentucky Law Enforcement Council, that had the power to revoke Cosgrove's certification to work as a cop but chose not to. Shame on Carroll County Sheriff's for hiring him, but at least as much shame on the outfit that exists for the exact purpose of preventing people who shouldn't be cops from being cops, and who officially determined that he isn't one of those people. Once they did that it was inevitable that some department was going to hire him, because from a cop perspective, the guy is a hero. It's a damn shame that cops have that perspective and it would be nice if that were to change someday, but the reason we have these oversight agencies is that it's no secret that cops have that perspective, and the agencies are supposed to limit the damage it causes. This one totally dropped the ball when they let him keep his ticket.
@georgetakei Sounds like, if that department has ANY incidents, whether involving him or not, it should be used as a proof point around hiring practices that result in punishingly high jury awards from any litigation against that PD.

At every level of law enforcement, the cops who cause harm are brought back over and over to cause yet more harm. In MA a cop sexually assaulted a college student, only to be hired in another community as a school resource officer investigating sexual assaults in the schools. A Boston cop sexually abused children, but was allowed to stay on the force for so long he assaulted the child of one of his original victims. This system is unreformable.

@georgetakei predictable outrage aside, consider the massive liability the community is accepting. This guy comes with massive baggage and if he's involved in any questionable behavior any lawyer will have huge actionable leverage. So, consider the position a police force must be in to hire someone like this. This is the result of a police shortage. Want things to change, be a good person and be willing to be a cop.
