And sorry to disappoint you, but the cowboy isn't naked. The string goes to the period-equivalent of the pant zipper. The reason I remember it so vividly is BECAUSE of this final detail: Until that point, I'd assumed cowboy pants had a smooth crotch area like potato sacks.

I'm going to go with my initial assessment that this is an obscure reference to xkcd 936. The anachronism also suggests that time travel will be invented but will only ever be used to annoy archaeologists and archivists.
