The answer is push back from Biden.Cut them off from all federal funding and FEMA assistance. Isolate them . Cut all services. Make them an island.

Completely ignorant of the relevant laws etc, but it seems to me that if the state of Texas wants to take the vote away from their most prosperous counties, those counties should retain all of their tax revenue to spend locally

When it comes to protecting fundamental constitutional rights like the right to vote, the federal government has to supercede the states. I don't know that counties have the power to retain their tax revenue. They depend on state funds, too.
