A majority of users clicked accepted when a colleague embedded a dialog on a website about a network security tool, even a majority of users with GPC/DNT enabled clicked accept. What we call a "conflicting privacy preference signal".

Actually what I said isn't true. The majority of GPC users *blocked* the dialog. But a majority of those who didn't block it, clicked accept.
