I understand the resistance from soccer fans.
But there is a number of hooligans, with destructive and violent behaviour, which calls for surveillance in order to let soccer fans enjoy the game in peace, before, under, and after the game.
If you can stop the hooliganism, the surveillance will disappear.

@Chris The trend in surveillance measures is rarely to stop them once the "original problem" is solved. There will always be voices calling for the prolongation of the measures to solve "new problems". Thus we have to stop the surveillance before it even starts
