@noneck The nicer way to do it is with a longer tail cargo bike and a more substantial rack.. but I started with a cargo "sling" out of some strong netting that I usually use to carry my kid's backpack and some bungees.

@noneck I put the front wheel of the towed bike partly in there, and then used 3 bungees: #1 holds the bottom of the towed bike wheel close to my bike #2 goes through the towed bike front wheel to stop the towed bike from shifting too far forward and back and #3 goes through the frame and wheel of the towed bike so the handlebars don't turn too much, and i hooked that onto my rack too, just in case.
@noneck There were some cases where my back tire rubbed against something which would be fixed if my bike were larger and if it had a larger rear rack. But not bad overall! I think it can be done with just bungees and no sling also.
