Looks like Spain also attended the tapa meeting and didn't sign up to the Tallinn wording either

@Pwnallthethings Spain literally changed its time zone to be in sync with Germany. Don’t expect Spain to jump until Germany says so.

Sweden, Finland notably missing. Germany notably present.

Also the German representative should probably talk to his Chancellor about teh wording, because Germany previously has only signed on to prevent Ukraine from losing, not to enable Ukraine to *win*.

@Pwnallthethings Remarkable how institutionalized Ramstein has become. Like a bona fide international conference, groups of likeminded countries get together ahead of time to develop common positions on what will and won’t be in the final communique. Expectation setting, sometimes ceiling sometimes floor, by announcing $s & undertakings pledges in advance. Useful to put pressure on big countries and recalcitrant hold-outs. If the conference gets really lucky, pledges can stimulate a bidding game
