This is heartbreaking. On the EMS side- there's been a push to change response and have training to wear vests/protection and actually go in right behind/with LEO/PD and treat as you go. There's been major improvement in getting transfusable blood out to the field (sounds like they had some in the helicopters). WTF?
Also communication issues have been known since WTC bombing, reinforced during 9/11. School and mass shootings- since Columbine. Again WTF??

It's bad enough that active shooter protocols require (actually responsive) cops to run past survivors on the way to find and stop the gunman.

Asking them to do it with insufficient or ill-equipped EMS waiting for the all-clear is just cruelty borne of negligent greed.
